To provide seamless access to comprehensive, quality resources in physical and digital formats in support of teaching, research & learning needs of BLDEACET community.

The Central Library functions as the primary information resource centre, and repository of all printed and e-resources for teaching and research activities at the institute. Apart from textbooks and recommended reading material prescribed for each course offered at the institute, the library houses a growing collection of research monographs, reports, multi-volume reference works, dictionaries, encyclopedias, handbooks, and so on. The library facilitates access to a number of journals through its participation in consortia, such as VTU Library Consortia. The library also subscribes to several e-journals directly from publishers as well as through reputed subscription agencies. At present, users can consult more than 87452 books (available on shelves), over 23000 titles and more than 16000 thousands of electronic books and journals.

The library operations are automated using NewGen (version 3.1.3 Discover) Library software. The Online Public Access Catalogue (OPAC) which is on public domain enables users to search documents in possession of the library. OPAC enables library users to know their checkout status, issue history and users can place online reservations, browse for new additions of books, journals subscribed. A separate e-resources section is provided in the library to browse CDs and DVDs of books, thesis and dissertations. The Library has developed institutional Digital Repository (IDR) using open source software. This step will greatly enhance the library efficiency in making the resources available to the academic community at large and also enable the institute participate in various inter-library initiatives at national and international levels.

Our Library is providing extensive research support services to the research scholars and faculty members. We are using Turnitin, a leading academic plagiarism tool to improve the quality of research publications. Library is constantly striving to identify and adopt the emerging academic and research support tools and helping the institute in achieving its vision and mission.

Digital Library is having 41 terminals to serve the students. The whole set of NPTEL course materials and video lectures are available in the digital library. Students can watch and download the course materials. Language Laboratory is also functioning satisfactorily.

The library is having a modest collection of Competitive Examinations books like IAS, IPS, GRE, TOEFL, GATE, important personality’s biographies and personality development etc. Open reading hall facility is made available for the stakeholders. The library is subscribing more than 90 print technical journals covering science and engineering comprehensively.


The BLDEACET central library is one of the modern libraries in the state. The library is quite spacious (about 3000 Sq.m,) well lit and well-ventilated. Its location allows for easy access and offers a seating capacity for 450 users and open reading hall facility with a seating capacity of 100.

Central Library, BLDEACET provides access to high quality print and electronic resources and offers best quality services. Circulation is a major service in the library that includes issue/return, renewal of books, shelving and shelf rectification of books. Circulation staff will help the new users in familiarizing the use of library such as making memberships, locating items in stack area, placing reservation, guidance to use the OPAC, authenticating library online account and other related issues.

This service helps users to make full use of the resources available in the library. The library staff members provide guidance on the use of information resources such as journals, e-books, OPAC.

Newly procured books are displayed in the new arrival racks, to promote the usage of books. Users can also check for new arrivals through OPAC.

You need to inform at Circulation Counter immediately after the loss of book. You will be given two weeks time to replace the same copy of a new book along with the payment of overdue fines if any. If book is not available in the market for purchase, you are required to pay one and a half time of the actual price of the book along with the fine accumulated.

You can reserve those books which are already issued. Reserved books will be put on hold for two days then it will go to the next reserver. The returned books which are on reservations are made available on shelf.

You can renew the books if there are no reservations on them through OPAC (Online Public Access Catalogue) within the due date, Borrowers need not to bring the books physically to the library for renewed purpose.

Yes, you will be intimated with e-mail notification for your overdue materials. In that case you need to return/renew the books to avoid heavy fines.

First week after the due date: Rs.1.00 per day after that fine amount will be doubled every week (Rs.2.00, 4.00, 8.00). After 4 weeks if the member does not return/renew the book, library membership will be automatically deactivated and imposing of fine will be continued.

All registered students, faculty and staff of the institute are entitled for library membership. The library membership form is available at the circulation counter. Please submit the filled form along with the softcopy of the JPG photograph. You may mail photograph to librarian@bldeacet.ac.in

After submitting membership form with the photograph, you will be issued a card from the library. Carrying of library card is must while using the library. Library card is strictly non-transferable. In case of loss/theft of library card, you should report immediately at circulation counter. Duplicate library card will be issued on payment of Rs 100.00.

The central library provides online access to more than 10,000 full text journals and bibliographic databases, 15000 electronic books and other open access resources through ASCE, CRC Press, IEEE, Springer,  Taylor and Francis, Science Direct, ProQuest, Knimbus, NPTEL, ASME, Kopykitab online Databases.All these resources are IP authenticated. Digital library with an Excellent infrastructure has been setup at the Library and Information Centre to access all E-Resources.



The IEEE/IEL digital library is a powerful resource for access to technical content published by the IEEE (Institute of Electrical and Electronics Engineers) and its publishing partners. IEEE, an association dedicated to advancing innovation and technological excellence for the benefit of humanity, is the world’s largest technical professional society. It provides unparalleled full-text access to publications from Institute of Electrical and Electronics Engineers (IEEE) and the Institution of Engineering and Technology (IET). It is designed to serve professionals involved in all aspects of the electrical, electronic, and computing fields and related areas of science and technology that underlie modern civilization. It provides Web access to more than 3-million full-text documents from some of the world’s most highly cited publications. IEEE E-resources include 273 journals, 6514 conference proceeding, 3043 standards and back titles from 1872 to till date including all original charts, graphs, diagrams, photographs and illustrative material. Subject coverage – Electrical and Electronics Engineering, Computer Science engineering, Telecommunication Engineering and related allied Disciplines.

The SpringerLink Online Journal collection includes more than 3,107 peer reviewed journals, comprising of more than 10,00,000 individual documents. Titles include access to complete back issues from 1996 onwards, with digital conversion of all back issues under way, making every title available from Volume I, Issue I onwards. Springer organizes the Online Journals into fully indexed, fully searchable Subject Collections covering 11 subjects: including behavioural science, biomedical and life sciences, business and economics, chemistry and materials science, computer science, earth and environmental science, engineering, humanities, social sciences and law, mathematics, medicine and physics and astronomy.The Consortium subscribes to 1,495 journals for IITs and IISc (Level I), 1,300 journals for NITs and other core Institutions and 1,300 & 520 journals for the self supported category. American Society of Civil Engineers (ASCE) represents more than 1,40,000 members of the civil engineering profession worldwide, and is America’s oldest national engineering society. It publishes 33 journals, periodicals and transactions that cover a comprehensive range of the civil engineering profession. ASCE contains over 1,70,000 bibliographic records of everything ASCE has published since 1970. The Online Research Library is a comprehensive tool for locating online contents across all disciplines of civil engineering. The 6,90,000 page Research Library contains the full text of more than 73,000 journal articles and proceeding papers.

The American Society of Civil Engineers (ASCE) founded in 1852 to represent members of the civil engineering profession worldwide. ASCE library provides access to full text journal articles and abstract of conference proceedings, standards and magazines. This e-resources are particularly for civil engineering and it include 35 journals and back file from 1983-till date.

Knimbus is a cloud based e-Library that serves knowledge seekers with learning content they need, wherever they are. The platform houses e-Books, e-Journals, multimedia content and other premium learning content sourced by your organization’s library; practically all the knowledge you may need. K-Nimbus database provides one-click access to all the subscribed e-resources and selected open access e-resources. Select and search specific sources from below to get results from these ‘paid for’ resources. This database will provide full text access to those resources subscribed by your library. It includes open access resources like journals, e-books, e-theses and Educational videos.

DELNET was started at the India International Centre Library in January 1988 and was registered as a society in 1992. It was initially supported by the National Information System for Science and Technology (NISSAT), Department of Scientific and Industrial Research, Government of India. It was subsequently supported by the National Informatics Centre, Department of Information Technology, Ministry of Communications and Information Technology, Government of India and the Ministry of Culture, Government of India.

DELNET has been established with the prime objective of promoting resource sharing among the libraries through the development of a network of libraries. It aims to collect, store, and disseminate information besides offering computerised services to users, to coordinate efforts for suitable collection development and also to reduce unnecessary duplication wherever possible.



WEBOPAC is a web-enabled search engine that can be accessed on Intranet, as well as on Internet. WEBOPAC can be used to browse/search for an item (book/non-book), along with its details and the availability, in a particular library.

WEBOPAC Provides:

  • Search for catalogue of books, journals and non book materials.
  • Availability of books
  • To check the status of books like Issued/Return/Renewal/Over due charges if any/Due date/Transactions updated.
  • Search by Author, Title, Subject, Keyword, Publisher and for members on a network environment.
  • Provides list of new arrivals in the library
  • Provides information on items borrowed/reserved by the members

The National Programme on Technology Enhanced Learning (NPTEL), a project funded by the Ministry of Human Resource Development (MHRD) was first conceived in 1999 to pave the way for introducing multimedia and web technology to enhance learning of basic science and engineering concepts. Significant infrastructure has been set up earlier for production of video-based teaching material by the Indian Institutes of Technology (IIT) and Technical Teacher Training Institutes (TTTI). In the first phase of the NPTEL project (June 2003-June 2007), seven IITs and the Indian Institute of Science (IISc) have worked together to develop web and video based material for basic undergraduate science and engineering courses in order to enhance the reach and quality of technical education in the country. Five engineering branches (Civil, Computer Science, Electrical, Electronics and Communication and Mechanical) and core science programme that all engineering students are required to take in their undergraduate engineering in India were chosen initially. Contents for the above courses were based on the model curriculum suggested by All India Council for Technical Education (AICTE) and the syllabi of major affiliating Universities in India



Open Access (OA) Journals are scholarly journals that are available online to the reader “without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself”. They remove price barriers (e.g. subscription, licensing fees, pay-per-view fees) and most permission barriers (e.g. copyright and licensing restrictions). While open access journals are freely available to the reader, there are still costs associated with the publication and production of such journals. Some are subsidized, and some require payment on behalf of the author.

This service covers free, full text, quality controlled scientific and scholarly journals. Open access journals as journals that use a funding model that does not charge readers or their institutions for access. They allow users to read, download, copy, distribute, print, search, or link to the full texts of these articles. The Aim and Scope of the Directory of Open Access Journals is to increase the visibility and ease of use of open access scientific and scholarly journals thereby promoting their increased usage and impact.
